Investing in the Mental Health and Well-Being of St. Charles County Kids
Using a voter-approved 1/8 cent sales tax, the Community and Children’s Resource Board (CCRB) funds local nonprofits to provide essential mental health and substance use treatment services for children ages 19 and under in St. Charles County. We fund a wide-range of mental health and substance use services across prevention, crisis response, early intervention, and treatment.
CCRB invests public funds wisely and responsibly to ensure that funded services are effective, efficient, and have a positive impact on the community. Each funded service is part of a larger continuum of care that strengthens children and families, so they are prepared to realize a brighter future.
In FY2027, CCRB is investing nearly $10 million in 55 programs across 33 Partner Agencies.

What We Fund
Under Missouri law, we are able to provide funding to nonprofit and governmental organizations in the following service categories that support the mental health or substance use needs of children in St. Charles County:
- Crisis Intervention
- Home and Community-Based Intervention
- Individual, Group, and Family Counseling
- Outpatient Psychiatric
- Outpatient Substance Use Treatment
- Prevention
- Respite Care
- Services to Teen Parents
- Temporary Shelter
- Transitional Living
Missouri law prevents us from funding in-patient medical, psychiatric and chemical dependency services, or transportation services.

How We Fund
CCRB utilizes a transparent and structured process that engages CCRB staff and Board members to solicit and analyze funding applications and award funds. Organizations submit a funding application which provides detailed information on the program, including community needs, services to be delivered, who will be served, projected outcomes, and detailed project expenses. Awards can last one (1), two (2), or three (3) years.
Funding is provided on a fee-for-service reimbursement model. This means that a Partner Agency first provides the service and then submits a request to the CCRB for reimbursement for services provided.
Funding applications are made available annually for new programs and existing programs.
- New Programs are programs that have never received CCRB funding or were not funded in the previous funding cycle. Programs are eligible for one (1) year of funding.
- Existing Programs are programs which are currently funded by CCRB. Such programs can receive one-, two-, or three-years of funding.
Funding cycles begin July 1 and end June 30. Information regarding the FY2028 (July 1, 2027-June 30, 2028) funding cycle will be announced in late August 2026.
